Buyer Guides · Cost Transparency
The purchase price is only the first number. Here is the full recurring and one-time cost stack buyers should compare.
Last verified:
You found a home you love at a price you can afford, and then someone mentions the HOA and you realize you have never seen the whole monthly picture. What does this life actually cost?
The true cost of 55+ community living near Sacramento is more than the purchase price plus the HOA. It is the HOA plus the real stack around it: golf, utilities, insurance, taxes, food, and the one-time acquisition and move-in costs. HOA dues typically support some combination of common areas, community facilities, administration and shared amenities, but what is included varies by community, and dues do not cover golf play, your utilities, your insurance, your taxes, or most of your food. As a baseline, the standard 2026 assessments run $188 a month at Sun City Lincoln Hills and $234 a month at Sun City Roseville. Separate one-time costs, such as a Special Use Fee at Sun City Roseville, belong in the one-time column, not mixed into a monthly number.
All figures reviewed September 2026; verify current with each association and the current price sheets before purchase. This is cost education, not financial advice.
Gary and Rutsell compare the actual cost structure of Northern California 55+ communities as part of their buyer research, including HOA dues, property-specific fees, new-construction pricing, resale inventory and costs that do not appear in the headline price.

Figures dated September 2026 and attributed to their source. Verify current prices with the builder, current MLS listings, or your agent before relying on them. Resale ranges change week to week, so check the live 55+ inventory rather than treating any number here as today's price.
The purchase price sets the entry, and the ranges are wide. Builder starting prices below are cited directly to the named builder, and resale figures draw on current MLS listing data that Gary and Rutsell keep current. For each community:
The monthly reality is where the surprise lives, and it is independent of the purchase price. Two homes at the same price can carry meaningfully different monthly stacks depending on HOA, golf, utilities, and insurance.
Sun City Lincoln Hills' standard association assessment is $188 per month, billed quarterly at $564, effective January 2026 per the association's homeowner-fee page (reviewed September 2026, verify current). The Villas carry a separate, higher structure. Sun City Roseville's current monthly assessment is $234, or $702 per quarter, per the association's financial page (reviewed September 2026, verify current). Newer communities publish different numbers, so check each current disclosure. What the dues include varies by community, so review each association's current budget and disclosure rather than assuming a universal coverage list.
Golf is a separate expense in both Sun Cities. Lincoln Hills' courses are separately owned and not funded through the standard HOA. Roseville's courses are operated by the association but paid for separately through golf passes and play charges. Budget a real golf number if you play, and do not assume dues include it.
Sacramento-area summer electricity use can be materially higher because of air-conditioning demand, and actual utility costs depend on home size, efficiency, solar, provider and usage; water, sewer, and trash are monthly. If you finance the purchase, your lender will generally require homeowners insurance; even cash buyers should obtain quotes early because availability and premiums vary materially across Northern California. Property taxes depend entirely on your situation, and state provisions such as Proposition 19 may apply to some moves; that is a conversation for your own advisor, and this is not tax advice. A recurring comment Gary and Rutsell hear from some residents is that social calendars lead to more dining out and entertaining than they planned, so the food column deserves an honest guess.
One-time costs belong in their own column, not mixed into a "true monthly cost." Plan for: inspections, appraisal if you finance, escrow and title allocation, lender fees, moving and storage, HOA disclosure and transfer/document fees, renovations, window treatments, landscaping, and, for new construction, design-center options and lot premiums.
Sun City Roseville applies a separate one-time Special Use Fee for resident-membership access to amenities such as the fitness center, pools, sports courts and activities. The current amount should be verified directly with the association before purchase; we do not print a figure here because it changes. The fee is not required for dining: the Timbers restaurant and the golf courses are open to the public. Lincoln Hills has no equivalent widely published fee, and newer communities have their own structures, so ask each seller for the complete list of one-time fees in writing. Reviewed September 2026, verify current.
HOA dues typically support some combination of common areas, community facilities, administration and shared amenities, but what is included varies by community. Always review the specific association's current budget and disclosure rather than assuming a universal list. Any community-specific patrol, access-control or security services appear only if they are in that association's budget; Sun City Lincoln Hills, for example, is not gated.
Coverage varies by community and property type. Confirm with each association's current disclosure exactly which common areas, facilities, exterior items, landscaping, irrigation, patios, windows and other exterior elements are covered by your dues versus remaining the homeowner's responsibility.
Strong reserves can reduce the risk that major planned replacements require sudden owner contributions, but they cannot guarantee that special assessments will never occur. For Sun City Roseville, the association currently reports no debt and very strong reserve funding; its published financial page has recently reported reserves approximately 99.5% funded. Buyers should still review the current reserve study and HOA disclosures. Sun City Lincoln Hills reports its own operating figures separately; do not compare the two communities' financial health using different metrics. To compare financial health, use equivalent measures per community (reserve funding, debt, reserve balance, operating budget, and reserve-study status), each with its own reported figures and dates, or do not imply a ranking. Reviewed September 2026, verify current.
Do not compare HOA dues without comparing the full property-tax bill and special assessments. Mello-Roos / Community Facilities District (CFD) taxes and supplemental property-tax bills can apply, especially in newer communities. Before comparing communities, ask for the full tax disclosure from the county or the builder, including any CFD/Mello-Roos levy and any supplemental bill, and add those to the annual and monthly picture. Reviewed September 2026, verify current.
For eligible homeowners, California's Proposition 19 may allow transferring a taxable value to a replacement home in California, subject to specific requirements and timelines. For some 55+ buyers, keeping a lower property-tax base can outweigh the monthly HOA difference, so it is worth understanding before you compare communities. We do not give tax advice. Talk with a qualified tax advisor, and see our Prop 19 coverage for the details.
The NorCal55Plus Prop 19 GuideFor new construction, the advertised base price is not necessarily the final price. Structural options, design-center upgrades, lot premiums, solar, landscaping, window coverings, appliance upgrades, incentives or credits, and closing-cost promotions all move the number. A $650,000 builder base price is not necessarily a $650,000 final price; ask for a written itemization before you compare communities.

The honest closing is this: value is not the monthly number, it is what you actually use. If you actually swim several times a week, join activities and regularly use community dining or social spaces, the same monthly number carries a very different value than it does for someone who uses none of it. Cost matters, and so does the gap between the amenities on the list and the amenities in your week. Run the worksheet, then ask the second question: what would I actually do with this?
Try the Tuesday Test as a lifestyle value check rather than a financial rule: a $300 HOA you use every day may feel like better value than a $180 HOA whose amenities you never touch. The number alone does not decide it, what you actually use does. This is a lifestyle value analysis, not financial advice.
